Conservation compliance is sometimes called cross compliance because the SCS looks at all farms being worked. A violation on one field of one farm means that a farmers will be totally out of compliance aneklose benefits on all farms. It’s possible that the Dec. 31, 1989, deadline could be extended because of the large number of plans to be approved. As of July 31, only 38 percent of U.S. farms with highly erodible lands had completed plans.
But, there’s no widespread support for repeal of this legislation. Many groups, especially conservation and environmental groups, worked hard for passage and would not likely support repeal.
