When the Virginia Department of Transportation won approval last year to complete the four-laning of U.S. 211 from Washington to Sperryville, construction was scheduled to begin by mid-summer 1989.
But the ground has not yet been broken, and according to VDOT engineers and spokesmen, the project is already running one year behind last year’s projections.
If the current timetable can be maintained, construction of the four-lane from Washington to 1 2 mile east of the Covington River may start by the middle of next summer. The second phase of the project, from the Covington River west to a point 1/2 mile east of the Sperryville Exxon near the intersection of Route 1003, could start the following summer, in 1991.
The Virginia Department of Transportation currently is planning to advertise for the first phase of construction in April of 1990, according to Michael Moon, Assistant Resident Engineer in the Warrenton office. .
With 30 days allowed between when the project is advertised and when bids are opened, another 30 days elapsing before a contract is awarded, and another 30 to 60 days before construction starts, that would mean it
