Therefore the burden of building and paying for roads and rail systems rests with private industry and the users in cooperation with state agencies.

If the owners of .71 percent of the assessed valuat ion agi ee to a tax district, they will be taxed up to 20 cents per $100 valuation. Then a Northern Virginia Transportation Commission would be set up to issue bonds serviced by the tax.
The TRCV also is seeking approval from land owners. Unlike the state, which is able to condemn land for the state use, TRCV must rely on landowner donations to clear the path for the toll road extension. Approximately 70 percent of the land owners have agreed to contribute thusfar, according to Mr. Stanley.
