(1) Virginia Power needs to work more closely with the governing bodies and planning departments of the areas impacted to determine the need for the proposed lines in the timeframes suggested and to deter^ mine the best locations based on the current and long range plans of the areas.

(2) If the need, timeframes, and locations are appropriate, Virginia Power should not install high voltage transmission lines that pass through or border-care facilities, or day-care facilities without an offset of 500 feet from the center line to any existing or planned occupied structures and without using the pole of choice by the area due to the known property value, potential health, and potential environmental impacts.
