would be next July or August before construction starts. And that assumes that the bids are in the expected range, Mr. Moon said. A little less than $5.4 million is included in the budget for construction.
Appraisals being reviewed
In the meantime, the right-ofway department in Culpeper is preparing to start negotiating with property owners for the needed right-of-way for the road.
Rodney Bledsoe, a specialist in the right-of-way review process, said that Walter Robinson, an independent appraiser, had done' appraisals, but that his recommendations must be reviewed within VDOT. Mr. Bledsoe said he was in the process of looking over the appraisals. “None have been approved for negotiation at this point in time,” he said. He said he expects to approve the appraisals in the “next tw'o or three weeks.”
Then he explained the appraisals would be passed to the “negotiating department," which would prepare the necessary documents, and then the negotiating department would make appointments with property owners so the highway department could present its offers for t V property to be acquired.
