Town Attorney Frank Reynolds told Mr. Smoot that, under the old , ordinance, he would be allowed to construct a private street but he would have to dedicate a 50-foot right-of-way. “Now, we would not allow a private street, but the rightof-way requirement has been cut to 40 feet.”
