Public Law 94-142, the Education for all Handicapped Children Act passed by Congress in 1975, provides for a free, appropriate public education for all handicapped children and youth, according to Margarita Piper, the county schools’ special education coordinator.
The Code of Virginia provides that all handicapped persons, ages two through 21, residing in the Commonwealth of Virginia be identified and evaluated and have available of a free and appropriate public education. It is the responsibility of the Rappahannock County Public Schools and the Virginia Department of Education to ensure that the provisions in state law and regulations are met, Mrs. Piper said.
