Dr. Michaels said tropical storms gain strength from warmer water, are usually stronger when near the Gulf Stream, and leave water in their wake that is cooler, both from the wind and the upheaval of colder subsurface water currents. When a higher number of tropcial storms make their appearance at sea, waters tend to be kept cooler and the chance for a larger storm developing lessens as waters stay cool and energy sources remain low.

“Right now,” Dr. Michaels said, “the water is warm and if a storm would develop, it could develop great strength.”

Nearly one year ago, Hurrican Hugo developed just such strength.

Dr. Michaels said days before it was predicted to strike the eastern coast of the United States, forecasters were sure of its strength.
