On the impact of lower state revenues on the rest of the county’s budget, Mr. McCarthy said there was a 30-day freeze on hiring replacements for personnel on the staffs of the constitutional officers who resigned. He said that if the employee who resigned had accumulated leave time, it might be 60 days before a replacement could be hired.
Clerk Diane Bruce pointed out that the freeze could be extended beyond 30 days.
Mr. McCarthy said there was the possibility of getting a waiver if “public safety” is involved. “If a sheriffs deputy quits, we would not have 24-hour coverage,” he said. He said he felt this would qualify for the waiver but didn’t know how long it might take to get a waiver.
Mr. McCarthy said the county had also counted on getting reimbursement from the state for its share of the cost of the jail addition on July 1 of next year. If there is a six-months’ delay until Jan. 1, 1992, the county might have to borrow
