Winchester bills for real estate taxes twice a year. In 1988 he made the first payment, he says, and then in 1989 he made another payment that he assumed was the second 1988 payment.
When the same thing happened a year later, Mr. Smith says, he realized he was behind two payments and rushed to make good on his taxes. He also claimed that city officials told him they usually applied payments to past due bills and could not explain why that had not happened in his case.
“I hope it gets by us quickly,” Mr. Woodward said. “At this point, I would like to see the Slaughter campaign get more involved in the issues.”
One of those issues is the savings and loan crisis, and particularly Rep. Slaughter’s votes on bills aimed at punishing the miscreants in the scandal.
