services for every dollar in taxes paid. Commercial and industrial properties demanded 53 cents in services for every dollar in taxes paid.

“The farmland is carrying the residential property,” Mr. Sharp said.

He said that the reason for redoing the study now is that the numbers have changed, in particular the cost of services funded by the county has increased dramatically.

Property taxes have gone up 175 percent, Mr. Sharp said, and personal property taxes have increased 322 percent. During the years since 1983 costs of public education have increased 59 percent, the cost of public safety, contributions to the fire end rescue association and expenses of building inspection have increased 270 percent, health and welfare costs have increased 85 percent, and the cost of public works, particularly trash collection and disposal, has increased 329 percent, Mr. Sharp said. “All of these are expenses related to people.”

Also in the years from 1983 to 1989, there has been an increase in the percentage of land in land use taxation. In 1983 less than half the land was in land use taxation, and now more than half is, he said. Also in 1983 buildings accounted for 49 percent of the tax base, he said, while in 1989 they accounted for 58 percent.

Mr. Sharp speculated that these changes will result in different findings for the study. “There have been dramatic increases in the last six years.”
