According to the former FBI agent and new state legislator, funding for the courts could come at no added expense to the taxpayer.

Under his plan each participating locality would be assessed a part of its State Compensation Board resources. Since their regular system would be freed from processing drug cases and since there would be an efficiency of scale in the new courts, “there would be no net added expense,” according to Sen. Robb.

Meanwhile Sen. Robb would permit misdemeanant-type drug offenders to waive court appearance by paying stiff fines and submitting to drug rehab and counseling on a point system like VASAP. All the expenses would be bom by the criminal.
