He noted that in Richmond people are joking that to bring a matter to the governor’s attention they have to “fax the message to the plane.”
On the lawsuit the state is facing on disparities in educational funding, Del. Guest said the state needs to “define the educational effort that should be sustained. If other areas can supplement that fine.*’
Del. Guest said that studies have shown no correlation between dollars spent on education and such measures as the drop-out rate and SAT scores. “Dollars alone can’t be used as a true measure of how a school system is delivering education to students.”
