Rep. Wolf charged that the move had been engineered by Sen. Robert C. Byrd of West Virginia, bypassing normal channels used by the federal government for such relocations. Rep. Wolf said Sen. Byrd had promised his constituents that, in delivering the CIA relocation project, he would bring “a billion-dollar corporation” to the financially beleaguered state.
