to old district

Del. Raymond R. “Andy” Guest missed his last chance to represent Rappahannock and part of Fauquier counties when Che legislature reconvened to vote on the governor’s changes to the Congressional redistricting plan. He was in bed with the flu.
Had the 20-year veteran of the General Assembly been there, a close vote would have been even closer. He doesn’t think highly of the plan that puts two incumbent Republicans in the redrawn 7th District and moves Fauquier, Rappahannock and Warren as well as Frederick, Page, and Shenandoah counties into the 10th District along with Loudoun County and parts of Fairfax and Prince William counties.
“There is no real community of interest between the western part of the district and Fairfax,” he said. He said he would prefer to see urban and rural areas in separate districts “where that is possible.” He noted that Fairfax and Prince William counties will have half or more of the voters in the redrawn 10th District.
Indeed Del. Guest believes the state Democratic Party went overboard this year, drawing lines that favored Democrats, in redistricting the General Assembly as well as the congressional districts. He suggests that following the census of 2000, the General Assembly appoint a commission made up of judges and representatives of the two parties who are not members of the legislature to do the redistricting and present the plans to the General Assembly.
Del. Guest, 52, is a Warren County beef fanner and a graduate of Yale University with a degree in economics. He first went to the General Assembly in 1971 as one representative from a two-seat district Hepresenting Warren, Fauquier, Clarke and Frederick counties and the city of Winchester.
