some plans include reduced services, such as limiting the hours libraries are open at colleges and the number of hours state parks are open.

Committee members said they were not surprised by the news and felt it unlikely that either party would rise to Gov. Wilder’s challenge to suggest new taxes. Senate Appropriations Chairman Hunter Andrews, D-Hampton, said that he is considering a general obligation bond proposal for massive construction at state colleges and universities.

Sen. Andrews unsuccessfully proposed a bond referendum for more than $400 million last year. He said more would be needed this year.

In a new twist to the traditionally secret budget negotiations, both the House and Senate appropriations committees say they would like to put the state budget on a unique regional public-hearing tour.,

The hearing for the Northern Virgiia region is set for Jan. 10, at a time and place yet to be decided. The hearing will come only two days after the complex budget is released to the public.
