Del. Guest said he has been trying for years to get the formula for computing local “ability to pay” for education to use land-use rather than fair market value for real estate. He noted that urban and suburban areas don’t support such a change “to give up something to preserve the scenic vistas they drive out to see. Maybe when they are choking and dying in their own filth, they’ll see the sense of it,” he added.
He said he had also been trying to get lottery monies returned to the localities. He noted that the money goes out of the localities to Richmond “and nothing comes back.” If funds were returned to the localities, they would boost the local economies, he said. He said he had found, however, that the 20 members of the house appropriations committee feel “they have the sole right to spend tax dollars.”
He has some advice for Jerry Wood, newly elected to represent Rappahannock, most of Fauquier and about half of Warren counties. “Be open to the people and listen to them,” he said. “The main thing is that it is an honor to represent these very fine constituents. You can learn a lot from them, as I did.”
