Following the 1981 redistricting he ran for a seat representing Clarke, Warren, Rappahannock and Page counties. That redistricting failed a challenge and in 1982 he ran in the current district made up of Clarke, Warren, Rappahannock counties and parts of Fauquier and Culpeper counties. His new district, following the 1991 redistricting and election, will be Page County and parts of Warren, Frederick, Shenandoah and Rockingham counties.
Of his 20 years in the legislature, Del. Guest said he has helped to pass bills allowing agricultural and forestal districts and allowing land use taxation. In Front Royal he set up the first full-time office for constituent service. He said that function of the job has become “co-equal” with r the legislative part. He has sponsored bills that have put the Shenandoah and Rappahannock rivers under scenic river protection. He sponsored a bill changing the rules for farm wineries that has resulted in Virginia wineries growing from “a handful to more than 40,” he said.
He sponsored a bill at the request of Clarke County to set new well standards for that county that has since been applied statewide. Del. Guest noted that he has opposed bills on behalf of his constituents as well as supported others.
Of the state’s current fiscal crisis, Del. Guest said there are several ways to reduce the cost of state government. “There are any number of agencies that concern the lives and well-being of children,” he said. “We can continue the services while eliminating the duplication and overlap.”
