Both Del. Davies and Del. Wood said they don’t think sufficient time has been provided to explain the program or to sign up participating physicians. They indicated that they both had questions about how the plan would operate and its potential negative impact on state employees.
"The proposed plan was designed to save money and reduce the cost of insurance, but it hasn’t been implemented well nor was sufficient time allowed,” explained Del. Wood.
Both delegates voiced reservations about implementing such sweeping changes in a short period of time. The additional 90-day transition period provided by the state allows for additional time, bat both indicated the new insurance plan is to take effect July 1.
The 90-day transition period is simply to ensure that those who are being treated by physicians presently have an opportunity to make the transfer without negatively impacting on their present treatment plan.
