Campagne, offering to let high school students use the tennis courts for practices and matches for a tennis team or club, and students on the cross-country team use the perimeters of the property provided that such uses “not interfere with the use ... by the patrons of the Bleu Rock Inn.”
Before the Campagnes purchased the Bleu Rock property, it was used by the cross country team. Since then the school has had to use other property. The course used last year won’t be available next year because much of it is on land that is part of the current four-laning project for U.S. 211-622. The high school has no tennis team or club, but other schools in the district do field tennis teams.
Mr. Baumgardner argued that the application meets the requirements for a special exception and would be an asset to the community. He said a facility like the banquet hall is needed in the county. “How often have you gone to a wedding in Rappahannock and then gone into Culpeper or Front Royal for the reception?” he asked the planners.
Steve Biegel, the Warrenton architect who is designing the buildings, said the owners had three proposals they were considering and would like to work with the planners.
“We want to let you know that we are flexible,” Mr. Biegel said. “My hope is to create something compatible with what is there. The Bleu Rock is a very special place.”
