And like Watergate, which began with a two-bit burglary, some of the federal laws that may have been broken aren’t easily comprehended by the public when they try to understand what prosecutors are alleging and read about plea bargains engineered by defense attorneys.

Alter all, this is no Abscam where we had videotapes of Sen. Harrison Williams and Rep. John Jenrette eaglery accepting bags of money from fake emissaries of nonexistent Arab sheiks.

There are no allegations that Sen. Charles Robb or any of his former staff members took bribes or peddled influence.

And, ironically enough, the one person who did something that practically everyone can recognize as illegal is getting off practically scot free.
