The fourth promise in the contract is to “improve the quality of our children’s education,” Del. Katzen said. He said he had supported an 18 percent increase in spending for education, “but we need more than funding: we need rigorous standards, discipline, a return to basics and parental participation.”
He said under 12 years of Democratic governors spending for education had increased 65 percent while SAT scores dropped 15 points. “If you’re on the wrong bus, going in the wrong direction, buying a more expensive ticket still won’t get you where we need to go.”
The fifth part of the contract is a promise to “require that at least one parent be notified prior to a child under age 18 having an abortion,” Del. Katzen said. “It is easier for a minor Virginian to have an abortion than to have her ears pierced, and that’s wrong!”
The sixth part of the contract is to support Gov. George Allen’s welfare reform proposals, and the seventh is to “eliminate the practice of selecting judges in closed door political meetings,” Del. Katzen said.
He added, “These initiatives reflect underlying Republican principles: trust in you, the individual, hot in selfappointed elitists...the need for accountability, and the recognition that productivity must be measured in terms of results, not simply the amount of money thrown at a problem.”
