Final public comment came from Phil Irwin who said that “Castleton is one of the most rural parts of the county, and it seems inappropriate to have a total of 115 (students).” Mr. Baumgardner responded by saying that the “question as to whether it is appropriate was decided when the ordinance was written,” referring to the acceptability of both the proposed use and student population.
On a motion by Commissioner Tom Tepper, action on the application was tabled for one month.
