Councilwoman Claudia Mitchell then nominated Mr. Leggett and Mayor Willis nominated Ms. Stockton.
The Mayor commented that the Council was in the same place, but Ms. Mitchell said that it was not because the nominees had had two weeks to speak to residents. She asked that the “new people here” be given an opportunity to speak and Mayor Willis okayed this additional public hearing, but he requested that only those who had not spoken before (at the Oct. 9 meeting) present their views.
Candidate Leggett was the first to speak during the public hearing, though he had addressed the Council at the last meeting: Mr. Leggett noted that he and his wife had been welcomed to Town this week at a party hosted by Retired Judge Rayner Snead and his wife, Lois. He said that he was running for the Council seat, not because of his experience with the sewer authority and the fire department, but because of his analytical capabilities and his ability “to work with people on this kind of activity.” He said that his “philosophy as far as zoning” is that there needs to be a balance between zoning and the property rights, “modified by community desires.” He added that he did not believe that it was appropriate to change the zoning ordinance “unless there is a tremendous
