The New York Cityapproach involves large sums of money. An Aug. 7, 2002, New York City Watershed Protection Update noted the City was committed to potentially spending over $317 million on 350,050 acres of land to protect its watersheds. Some 13,500 acres of such land has already been purchased for $72.5 million. Another 14,900 acres of land are under contract for $33.2 million. About 2,800 acres of farm easements are under contract. Would Rappahannock County, with its Upper Rappahannock River Watershed, be of like interest to Culpeper, Stafford, Spotsylvania counties, and the City of Fredericksburg? If downstream counties want unfettered growth, they might provide political and financial support to limit growth in Rappahannock County to assure they have an adequate, high quality water supply. They might pay for a water resource study, monitoring wells, or contribute to a trust fund for conservation easements in the county.
