Everyone who spoke at a public hearing about the idea spoke in favor of staggering elections, McCarthy said.
“There needs to be some continuity and familiarity with the process of governing,” he said. “The logic just was how are going to ensure some stability of process?”
McCarthy added that the new schedule does not prevent turnover on the boards. That change is just going to have to come in more than one phase.
“If you want to throw everybody out of office, you can still do it. It will just take two years to do it,” he said. “This is in the public’s interest to make sure there isn’t a wholesale transition.”
McCarthy said most jurisdictions in Virginia do not have staggered election cycles.
Among Rappahannock’s neighbors, Culpeper and Madison counties have staggered terms for elected officials; Fauquier County does not.
