Rappahannock News Staff riler As an alternativetobringing legal action against the Rappahannock school board for alleged non-compliance with the Virginia Freedom of Information Act, commonwealth's attorney Douglas Baumgardner has proposed that his office and the school board jointly seek an opinion from the state Attorney General’s office.
In an August 23 letter to Robert Estabrook. superintendent of schools, Baumgardner sought copies of three documents previously requested bv the Rappahannock News: an architectural program and budget cost analysis on the proposed central officevehicle maintenance facililty prepared by the Richmond architectural firm of MoselyHenning, a revision of that same program and analysis and a report on a proposed index salary schedule for school employees. (The index salary report was subsequently released to the Rappahannock News. The school board, however, reaffirmed its position that it did not have to supply a copy of the report under Freedom of Information. “We have concluded there is no compelling reason to not make such information available," Estabrook wrote in a note accompanying the index salary proposal.)
