THE PUBLIC
The Commission of Game and Inland Fisheries has ordered to be published, pursuant to Sections 29-125, 29126 and 29-127 of the Code of Virginia, the followed proposed changes in Commission regulations applicable Statewide. A public hearing on the advisability of adopting, or amending and adopting, each of the proposed changes, or any part thereof, will be held at the offices of the Commission of Game and Inland Fisheries, 4010 West Broad Street, Richmond, Virginia, beginning at 9:30 a.m. Qn October 15, 1982, at which any interested citizen present shall be heard. If the Commission is satisfied that proposed changes in its regulations, or any parts thereof, are advisable, in the form in which published or as amended as a result of the public hearing, the Commission may adopt each such proposal, acting upon the proposals separately or in block. CHAPTER 23. Fishing Generally.
Amend Regulation R23-2. Creel Limits, to establish a creel limit of four per day on landlocked striped bass and landlocked striped bass hybrids, in the aggregate, except that in Smith Mountain Reservoir and its tributaries including the Roanoke River upstream to Niagara Dam the limit shall be two a day in the aggregate; and to eliminate the reference to grayling in this regulation.

Regulation R23-3. Size Limits, to eliminate the existing twelve inch minimum size limit on largemouth, smallmouth and spotted bass in John Kerr and Gaston Reservoirs and establish a fourteen inch minimum size limit on these fish in the John Kerr and Gaston Reservoirs, except that as many as two of such bass of a lesser size caught in these waters may be retained in the creel, but no more than two such bass may be in possession on such waters that are less than fourteen inches in length; and to establish a minimum size limit on landlocked striped bass X white bass hybrids of twenty inches in length.

Amend Regulation R23-6. Permit required for importation, etc. of certain species, to include any hybridized derivative of the grass , carp under this provision whereby it is unlawful, pursuant to Section 29 158 of the Code, ti import, cause to be imported, buy, sell or offer for sale or liberate within the State any of the species named therein unless a permit is first obtained from the Commission. CHAPTER 24. Trout Fishing.
Rescind Regulation R24-2, which makes exceptions to the general open angling season for trout in certain counties, thereby eliminating the five day trout fishing closures during May.

Amend Regulations R24-9.1 to read as follows:
For the purposes of this chapter "artificial lure with single hook" shall mean any single point hook lure (with no multiple point hooks) and shall include manufactured or handmade flies, spinners, plugs, spoons and facsimilies of live animals, but shall not be construed to include artificial fish eggs.

Amend Regulation R27-2 to read as follows:
Except as provided in R23-9, R25-6 and R25-7, minnows may be taken from the public inland waters by any person for private use as bait and not for sale with a minnow haul seine not exceeding four feet in depth by fifteen feet in length or by an umbrella type net not exceeding five by five feet or five feet in diameter and with small minnow traps, and non-game fish may be taken for personal use as bait and not for sale with cast nets not to exceed eight feet in diameter and hand-held bow nets with bow diameter not to exceed twenty inches and handle length not to exceed eight feet, and such cast net
