The Rappahannock News, in an editor’s note replying to a letter to the editor from Carolyn Delevitt printed in last week’s edition, reported that Robert Eastham was named to the Rappahannock County School Board by electoral trustees Granville Eastham, Christine Johnston and chairman C. E. “Ned” Johnson.
Christine Johnston did vote to appoint Eastham to the board in a unanimous decision reported at the trustee’s meeting in June, 1979. Charles Eldred was also named to the school board at that same time, reportedly in a 2-1 decision with C. E. Johnson opposed. But the votes were taken in executive session and never repeated in open meeting in violation of Virginia’s Freedom of Information Act. A procedural challenge, supported by an Attorney General’s position, resulted in the trustees again considering the appointments from Hampton and Wakefield Districts at a meeting held in May, 1960. At that time, C. E. Johnson relinquished the chair to nominate Robert Eastham, the motion seconded by Granville Eastham. The motion carried 2-1 with Christine Johnston voting no.
