“A home-type environment is what we are trying to provide,” he continued, noting that the concept is based on a German model and will include both gardens and livestock for the patients to tend as part of rehabilitative therapy.

Although the special use permit application specifies 120 residents, “we envision about 105,” Snead continued, adding that plans call for approximately one staff person for every two patients. In total, the group home will provide employment for about 45 to 50 people, he said. “We hope to serve Rappahannock County first but we will draw patients from through out the state...Preference will go to Rappahannock (and surrounding counties) first."
