The six-term Congressman went on to defend budget reductions made by the administration and the congress over the past year and a half, pointing out that “the 97th Congress has in most cases only managed to restrain the annual rate of growth in a variety of programs.”

“Perhaps because the president proposed much deeper cuts than the congress would accept, the public has the impression that a number of human resources programs have been flattened when that is not the case,” Robinson maintained.

He added: “I would urge the public to bear in mind that funding for all human resource programs h?r increased by over 450 percent during the 1970-83 period, while inflation in that time frame has risen about 141 percent and defense spending has risen 172 percent. Human resource programs have not been stinted,” Robinson said.
