Violates Zoning haw
Commissioner Fannon maintained that it would be "almost impossible" to recommend to the supervisors that Foster’s request be approved because the subdivision he’s seeking violates the county's zoning laws.
“The only way it can be allowed is through a change in the zoning ordinance (to permit smaller lots on private roads) and that would open a whole can of worms,” cautioned chairman A.Y. Stokes.
$10,000 Hardship
"I can buy land across the road (from the quarry site) at $20,000 to $25,000 and 1 can buy this for $15,000 so you're putting a hardship on me for $10,000,” Foster said. "I was born and raised in Rappahannock County. I like Rappahannock but if I have to live in Warren County, I will. It's that simple."
