Faced with an emergency at the elementary school, the Rappahannock supervisors guaranteed on Monday that the 1964-86 school budget will include at least $27,760 for roof repairs, clearing the way for work to begin immediately on the leaks in the north wing at RCES. There was one hitch to the guarantee, however. First supervisor Hubert Gilkey, a contactor, is to discuss with the architect the possibility of added a slight pitch to the repaired roof to improve.water drainage and then he must okay plans for repairs after an inspection of the roof.

“I'm not going to vote for this unless (Supervisor Gilkey) checks it and approves it. . . If he approves it, I’m for it. If he doesn’t, I’m against it. I have confidence that Mr. Gilkey will protect the Board of Supervisors’ and the county’s interest in this,” announced Charles “Pete” Estes, winning unanimous endorsement for his proposal from the rest of the board.
