Virginia Democrats’ double-barreled mass meeting system of selecting delegates to their district, state and national conventions is one of the most complex in the nation. It is fully understood only by a relative handful of party leaders, and, one sometimes suspects, only dimly by them.
Those mass meetings recently held in the states 140 counties and cities were the first steps in a process which will absorb the party’s attention until mid-summer. The mass meetings, or caucuses, elected most of the 3,600 delegates and 1,760 alternates who will attend Democrats’ state convention at Norfolk’s Scope on May 13-19. Before the state convention, the delegates from each of the 10 congressional districts will hold their district conventions.
