There are some people in the county who want to build houses in the flood plain and use as their rear son that the land has not flooded in a great number of years. They go to heroic effort to find “old timers” who remember that a particular parcel of land has never been flooded. The rationale discussed above sets forth the hazards of building in the flood plain. I believe it is poor public policy to allow anyone to build a house in a potentially dangerous area such as a flood plain.
I realize that this line of reasoning does not have the support of everyone. However, I should point out that when the first zoning ordinance was passed, some people objected because it infringed on their freedom with respect to “property rights.” If the new zoning ordinance is more restrictive than the old ordinance then everyone gives up a little more of their freedom as to what they can or cannot do with their property. By carefully enforcing our zoning ordinances we can continue to maintain Rappahannock County as a unique rural area.
