The preliminary design plan submitted by Joyce Engineering last Friday proposes that the county use just seven acres of the 99-acre Stover tract for solid waste disposal in the next 14 years.
Phase I of Rappahannock’s first county-owned landfill is proposed to be a “progressive trench method” with excavation proceeding in a northern and western direction. The trench would have a single liner. “Different design options are being investigated concerning utilization of on-site soils for construction of the landfill liner,” the report notes. Bentonite-amended natural soil and synthetic liners are also being evaluated “to determine the optimum design characteristics of each and their cost-effectiveness. ”
The plan calls for a leachate-collection piping system leading to a header located at a point downhill from the disposal trenches. The header system would discharge the liquid to a proposed leachate collection tank where the waste-laden effluent would be monitored for quality and quantity.
“It can be years before leachate develops,” said administrative assistant John McCarthy during a review of the engineer’s report. “My understanding is that the Madison County landfill is just beginning to generate leachate, and that landfill was put in five years ago.”
The data from the monitoring program will be used to develop a “long-term treatment scheme” for the collected leachate, the report notes. Until that scheme is finalized, the leachate would be pumped and hauled to an unspecified “local treatment plant.”
