As part of the design plan, Mr. Joyce proposes a quarterly monitoring program that would encompass samples from the wells, surface water samples taken from the nearest perennial stream more than 1,000 feet from any proposed disposal area, water from the spring box used for rerouting from the fill area, and water from the leachate collection box.
According to the design report, just 19 acres in total will be used in Phase I and subsequent phases not yet described, the number of acres corresponding to the 20 percent of the Stover site assessed as “gently rolling” with slopes of two to seven percent.
