“Most of the problems could be resolved by conditions of the special use permit,” Mrs. Hutchinson told the council. “That’s the nice thing about special use permits. The concern about creeping commercialism is valid, but council set a precedent in this block with the office building next door. That restricts its residential use. It would stay residential upstairs, and could revert if the situation changes.”
Robin Payne, owner of the Town Duck in Warrenton for 11 years, told the council that “I can say that your town would like to have this business ... a lot of my customers came from Rappahannock County . . . the business community would like to have Rae as a partner.” She noted that Warrenton has a parking problem. “They are putting offices everywhere with no parking. Everybody seems willing to share parking.”
Dr. Krebser agreed that “Old Town Warrenton has a parking problem, and that’s exactly what • you’re asking for if you approve this application . . . I’m amazed by your interpretation of the parking ordinance.”
