“Nowhere in here do I see how the subdivision ordinance is going apply if the guy is going to put up rental housing,” said Commissioner Krebser, asking why the regulations don't speak to the issue of clustered rental housing.

“You can’t put it in a subdivision ordinance because it doesn’t meej the definition of a subdivision,” MJfc. Miller explained. .i.~

Even in the zoning ordinan^fe, the provisions must be general in nature, Mr. McCarthy said. “You can’t make regulations that fit everything.” Local officials “have to loos at each individual case. That’s wh# planning is all about - establishing general principles and applying them to individual situations . There’s maybe more we can putfti the zoning ordinance (to control the development of rental housing) hut we can’t do it here.”

“Well, I hate to see substandard development occurring just because the guy’s going to rent them andfijb he doesn’t have to meet the provisions of the subdivision ordinance,” Dr. Krebser countered.
