Jim Thomasson reminded the council members that when the town’s Comprehensive Plan was being written “there was concern that council would lock things in and prevent growth. The Comprehensive Plan was wisely written, but there were questions that it would be cut off with the zoning ordinances. The council said, ‘We will follow through, listen closely to well-presented thoughtful business proposals, and will confine them to mixed-use areas’.”

This property, Mr. Thomasson maintained, is “potentially a residence, potentially commercial. Above all, this is a business application in line with what the Comprehensive Plan calls for. I would hope that you approve this application... it is a test case for those you told would be treated fairly with petitions for tasteful uses.”

Joyce Abell compared the proposal with Better Thymes, a natural foods store in Front Royal located in a large house.
