Phil Irwin had followed along with the review of the proposed ordinance and as the commissioners prepared to put their copies awa£, he asked for an explanation of a new section that didn’t appear in the 19^3 version. It reads: “The Governing Body reserves unto itself the rigflt and authority to vacate, after notice and adoption of this ordinance, ai{y plat whereon no physical improvements have been constructed within five years of the date dn which the plat was originally recorded.” i

“ That authority was given juft this year by the General Assembly . . . Clarke County went out aria asked for this and got it,” said Mr. McCarthy. The provision will allo|v the Board of Supervisors to nullify the approval of any lot which has n£t been improved and, in essence, invalidate purely speculative subdivisions after five years. This authority to vacate applies to all lots of record, not just those approved once the revised ordinance is adopted, Mr. McCarthy confirmed. f
