Seven lots is the “breaking point" where developers are required to build roads to state specifications, Mr. McCarthy noted during the Planning Commissioners’ discussion of what number of small lots should trigger the double mandate for water and sewer. “There’s rationale to tie that to utilities as well,” he said, arguing against picking a number at random. “My concern is that we don’t want to be perceived to be arbitrary.”
At Mr. Miller’s suggestion, the commissioners agreed that property accepted as bond to ensure developers complete improvements required by the subdivision ordinance must be located in the state of Vir ginia.
