The localities had asked that the basic service be provided free to schools, the library, the courthouse, clerk’s office, county administrator’s office and fire and rescue squads. The cable company offered to provide free service to the schools and two other locations.
The cable company struck out all language exempting school owned facilities from establishing a separate cable service. Mr. McCarthy said that had been included to allow the schools to send the satellite education programs received at the high school to the elementary school.
Another issue is a reserved public education government channel. Mr. McCarthy said the cable company also struck out all language guaranteeing such a channel. He said he did not see any need for such a channel now, but there might be a need in the future.
Another issue is the franchise fee. The proposal called for the county and town to receive 5 percent of gross revenues as a franchise fee. The cable company proposed that “processing charges, copyright fees, and transportation fees” be subtracted before figuring the 5 percent.
Several other issues are matters of negotiating numbers. For example, the county proposed that the installation include cable from the the main line 250 feet to a house. Longer lines would require that the homeowner pay extra for the installation. The cable company changed that to 150 feet.
