State Sen. Kevin G. Miller of Harrisonburg, a stalwart conservative member of the General Assembly’s Republican minority announced last week that he plans to seek a third term representing the 26th District. -' Mr. Miller sees the budget as the •most important issue facing the State’s legislators during the next several years. “At best, it just won’t ■get worse,” he said of Virginia’s current fiscal situation. “And even if it does improve, it will get more difficult, because the governor has raided all the available financial cookie jars. It can’t be done again.” ' Although in recent weeks Gov. L. Douglas Wilder has hinted that a State tax increase may be necessary, ‘Mr. Miller said he disagrees. “I don’t know that we need one.” He ex• plained that raising the tax rate can actually produce less revenue, since it discourages business investment and takes money out of the pockets 1 of tlj£ consumers.
