Terry has already been faulted for not sufficiently warning about the possible consequences of an adverse Supreme Court ruling on the tax matter, should Virginia be made to ante up the $400 million-plus interest to some 200,000 federal retirees another fiscal crisis may result. That is particularly true since the state has put aside no funds for such a contingency.
An adverse ruling of that nature could give Republicans even more of a chance in 1993 to brand Virginia Democrats, who have both controlled the executive and legislative branches of government for nearly 10 years, as the party of fiscal irresponsibility.
Add to this mix a growing revolt among taxpayers at the local level of Virginia government, and you have issues that will play a big part in state politics the next few years, though the battle between Robb and Wilder has cast a huge shadow over everything else involving the state political scene in recent weeks.
