Rappahannock spent $1,029 per capita on operating expenses for government for the fiscal year that ended June 30, 1990, according to the “Comparative Report of Local Government Revenues and Expenses.”
This compares with a statewide average 4? $1,268 and spending of $1,048 in Culpeper, $1,123 in Fauquier, $909 in Madison, $832 in Page and $894 in Warren.
The report lists no spending for capital projects for that year in Rappahannock. The county did spend for the jail addition in that year, but the record of that is included in the operating budget for detention. Madison and Page counties also have no recorded spending for capital projects in that year, but Culpeper spend $85 per capita, Fauquier spent $31, and Warren also spent $31. The statewide average was $61.
The county also paid out an average of $28 in debt service for the fiscal year. The statewide average was $74. Culpeper spent $38, Fauquier $69, Madison $15, Page $11, and Warren $13. That was the first year for the county to make a large payment on the debt for the high school expansion.
When these categories of spending are totalled, Rappahannock spent $1,057 per capita. The state average was $1,418. Culpeper spent $1,171, Fauquier $1,263, Madison $924, Page $844, and Warren $938.
