American Red Cross, parks and recreation programs, food banks, school tutoring programs, state legislative and congressional offices, community fire and rescue programs, youth conservation projects, religious charity activities, and 4-H and Scout groups.
The award councils are nonpartisan, nonprofit corporations that organize the awards. One of their primary goals is to find volunteers in high schools, hospitals, libraries, Red Cross, and parks and recreation organizaions to serve as Congressional Award coordinators.
Some of these adult volunteers act as advisors to oversee a candidate’s participation and verify it to the council.
In addition, since the Congressional Award is not funded by the federal government, volunteers must raise all of the funds to operate the program in each state or congressional district.
To earn the Congressional Award, candidates must demonstrate outstanding effort in each of these three areas: voluntary public service, personal development and physical fitness or expeditions. To be recommended for the bronze award, candidates must complete 200 activity hours; for the silver, 400 hours, and for the gold, 800 hours.

Virginia candidates for the award have to register with the Virginia State Congressional Award Council located in Fairfax.
