ers attended a pre-school conference in Front Royal last Thursday which had as its theme “Learning Is Involvement.” Bob Varner, principal of an elementary school in Warren County and president of the Education Association there, presided at the conference. The theme was explained by John Penney, a Rappahannock elementary instructor and president of that county Education Association.
