But, whatever his temperament this winter, Virginia Department of Transportation (VDOT) crews will continue to keep the safety and mobility of the traveling public its first concern.
This winter could be relatively mild, like last year, when VDOT saved $19 million, or 42 percent of its snow-removal budget. Or, it could bring multiple storms, like the winter of 1986-87 that cost $10.5 million more than budgeted.
Compounding the uncertainty over the amount of snow to expect, the department faces the impact of an employee hiring freeze and the loss of 400 equipment operators due to early retirements.
