County, Warren County and Frederick County. The district also includes the northern half of Rappahannock County (part of Sperryville and all of Scrabble precincts are in the 7th District) and the western half of Prince William Countv.

“I feel defiled,” said Rappahannock Democratic Chairman Doug Baumgardner, saying it should be “unnecessary under any scenario in my mind to split a county the size of Rappahannock into two parts.”

“What it means to Rappahannock is that our voice, already a small one, becomes even more diluted,” he said.

“I’m not pleased with it and I hope the governor vetos it,” he said.

Mr. Baumgardner pointed out that another split of the county—between the 25th and 26th State Senate districts, caused enough confusion during the last election that some in Rappahannock voted in the wrong election. The Congressional split, he said, would only add to the confusion.

County Republican chairman Ron Frazier could not be reached for comment.

Northwestern and southwestern Fairfax County is also included in the 10th. Last-minute changes to the redistricting plan put all of Reston and Herndon, as well as Vienna and McLean, in the new 11th district.
